How should a remote community receive emergency communications?
Starting scenario
System A uses 900 MHz radio and reaches behind hills but has low data rate. System B uses 5 GHz microwaves and carries more data but loses signal in heavy rain and needs line of sight. Fibre offers the highest rate but costs four times more. A medical team also uses ultrasound imaging.
